The Demise of the 28-Clause Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the introduction of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been contained. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of rocket attacks on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of contrasting events captured the harsh reality of the outgoing year. By day, negotiation efforts are fought: optimistic declarations are delivered from various governments. Considerable effort is expended on restraining certain initiatives. By night, Russian leadership clearly shows the world that, for them, military action persists as the key method for achieving "resolution".

Nocturnal Warfare

As military strikes unfolded into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was revealed. Ukraine is able to track projectile deployments from across the border, a capability afforded by timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been deployed to engage hostile cruise missiles flew past – modern combat jets supplied to Ukraine by European allies.

Moments later, Kyiv's air-defence systems thundered: several firings fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, probably provided by Western nations. Every deployment jolts you unexpectedly, causing tremors. The instant of fear quickly transforms into resigned acknowledgment: possibly the hostile projectile won't hit its mark this time, sparing the city from devastation and further power outages.

Continuous Dangers

Not long after, a large-caliber weapon fired at a drone somewhere nearby, part of a rapid response unit – probably allied-provided weaponry. Regrettably, the bullets missed the enemy aircraft – it maintained course toward its destination.

Intermittently, this persisted until dawn. Kyiv faced the morning news: multiple fatalities, devastation and utility failures in multiple buildings as a result of the night's assault. As typically, everyone still maintained normal activities – living the war. But those entire period encapsulated Ukraine's critical military reliance on Western support – a reliance that European nations are clearly incapable to replace in the immediate future.

Ineffective Peace Efforts

The comprehensive proposal from American leadership sparked intense emotion, debate and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.

Every new initiative from American administration adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually win the battle. This cycle will, certainly, persist.

Tactical Assessments

It is convenient to criticize certain parties of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. Washington functions according to a assumption well known to seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The US administration believes that it is impossible to compel Moscow to relinquish the areas that it already controls in Ukraine's occupied territories.

The problem is that while accepting these circumstances, American administration does little to prevent Kremlin actions, through statements or actions, from believing that the current condition will not change more in its favour in the months ahead.

Divergent Views

Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its partners are nearing depletion. Their incentive to sign a deal that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's government remains supremely confident in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing people and territory but preventing a entire defensive failure until circumstances change in its advantage.

Present Conditions

Objectively, there are no actual prerequisites for a ceasefire. Now, individual motivations are entering the equation: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any plan Kyiv finds unacceptable, so that their priority does not shift toward domestic problems. And although their task will now be considerably more difficult after current events, it remains quite doubtful that this will modify their basic position.

These two forces are driving the talks.

Summary and Prospects

It took a just a single week to kill the 28 points of the latest plan. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, recent disclosures, all did their job.

While new proposals based on established approaches are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and reflect specific hesitation to modify developments, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the coming months, mainly require ongoing international assistance.
